Cascos Azules de la Cultura

Los Cascos Azules de la Cultura tienen como misión incrementar las capacidades de las autoridades de otros países en la recuperación y protección del patrimonio cultural; apoyar a las fuerzas policiales en la lucha contra el saqueo y el tráfico ilícito de bienes culturales; inspeccionar los sitios y monumentos arqueológicos atacados o en riesgo de agresión criminal; colaborar con las autoridades extranjeras en los procedimientos de inscripción y admisión de bienes inmuebles en el registro de protección reforzada previsto en el Protocolo Adicional II de la Convención de La Haya de 1954 para la protección de los bienes culturales en caso de conflicto armado (ratificada por nuestro país por Ley N° 23.618); asistir a la Corte Penal Internacional; y capacitar fuerzas policiales extranjeras especializadas en la temática.

Este equipo especializado de Italia protege los lugares considerados como Patrimonio de la Humanidad ante cualquier amenaza sea por desastres naturales o por daños causados ante un conflicto armado. Dicha iniciativa fue propuesta en el año 2015 por el Ministro de Cultura Italiano Dario Franceschini y aprobada por la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO) con fecha 17 de octubre de ese año. 

Esta fuerza operativa tiene como misión preservar el patrimonio artístico dañado por la guerra o desastres naturales. Está compuesta por funcionarios policiales del Comando Carabinieri Tutela Patrimonio Culturale (TPC) y como también, por expertos e historiadores del arte integrantes del Ministerio de Cultura de Italia.  Este equipo posee una doble función, siendo capaz de realizar intervenciones para salvaguardar el patrimonio cultural, tanto en Italia (en caso de desastre natural) como en el extranjero, en el marco de las acciones promovidas por la UNESCO. Del mismo modo, otros Estados pueden requerir la asistencia de este grupo especializado ante casos de desastres naturales, conflictos armados o crisis internacionales.

Es entonces que por voluntad del Comando Jefatura de la Policía Federal Argentina, el Ministerio de Seguridad y Ministerio de Cultura de la Nación, en conjunto con los Carabinieri Tutela Patrimonio Culturale y el Ministerio de Cultura de Italia, sumado al apoyo de la UNESCO Regional Montevideo, se comenzó, un año atrás, a coordinar  una capacitación con el fin de replicar la iniciativa italiana en el ámbito nacional.

En razón de que la Policía Federal Argentina cuenta, desde el 18 de noviembre de 2002, con una unidad especializada con veinte años de experiencia, cuya misión es entender en la prevención y lucha contra los hechos ilícitos vinculados al Patrimonio Cultural, se consideró a este equipo idóneo para recibir la capacitación del Comando Carabinieri Tutela Patrimonio Culturale, con el objeto de componer el grupo Cascos Azules de la Cultura.

El ciclo de capacitación de los Cascos Azules de la Cultura inició el día 8 de noviembre del corriente, en las instalaciones del Instituto Universitario de la Policía Federal Argentina en forma intensiva, con clases presenciales teórico prácticas, donde se capacitó al personal de la P.F.A y del Ministerio de Cultura de la Nación.

Como primer objetivo se plantea la capacitación de un equipo interdisciplinario de los diferentes organismos mencionados, los cuales puedan desempeñarse en situaciones de amenaza que sufra el patrimonio cultural y que tengan lugar en el territorio argentino. Se espera que puedan brindar una rápida respuesta, de acuerdo a sus funciones y competencias. A su vez, se planteó la posibilidad de realizar una segunda parte del mismo curso de capacitación (NIVEL II) el cual proyectaría la posibilidad de despliegue internacional de la unidad argentina de Cascos Azules de la Cultura, ante cualquier requerimiento que así lo amerite.

Dicha formación incluyó una actividad práctica en la modalidad de simulacro de catástrofe, llevada a cabo el día 11 de noviembre a las 09:00 horas en el Museo Histórico Nacional, sito en Defensa 1600, CABA. Esta actividad fue supervisada por integrantes de los Caschi Blu della Cultura de la República de Italia. El incipiente equipo interdisciplinario, conformado por integrantes del Ministerio de Cultura de la Nación, del Departamento Protección del Patrimonio Cultural; de la División Brigada Especial Federal de Rescate de la Superintendencia Federal de Bomberos y de la División Operaciones Técnicas Especiales de la Superintendencia Federal de Tecnologías de la Información y Comunicaciones, realizó un simulacro de salvataje de bienes culturales desde el interior del museo.

Las piezas salvaguardadas fueron cuidadosamente embaladas, inventariadas y trasladadas hacia “TECNÓPOLIS” en J.B. de la Salle 4500, Villa Martelli, Buenos Aires, Argentina, sitio dispuesto por su locación y características como el adecuado para el  resguardo temporal de estos bienes culturales.

Cabe destacar que el flamante equipo fue presentado formalmente en la Ceremonia del 20° aniversario del Departamento Protección del Patrimonio Cultural celebrada el día 18 del corriente mes y año, la cual contó con la presencia de representantes de la República de Italia, España, Brasil y Chile. Este evento contó a su vez con presencia de las más altas autoridades ministeriales, Ministro de Seguridad de la Nación Contador Dr. Aníbal Fernández; Ministro de Cultura de la Nación, Profesor Tristán Bauer; Sr Jefe de la Policía Federal Argentina, Comisario General Juan Carlos Hernández; Sr Subjefe de la Policía Federal Argentina Comisario General Osvaldo Rubén Mato; como así también los señores Superintendentes de la institución; y el Director de la UNESCO Regional Montevideo, Sr Ernesto Fernández Polcuch.

Por último, este equipo ya se encuentra en condiciones para desplazarse ante cualquier circunstancia que amerite la intervención en el ámbito nacional como internacional.

Blue Helmets of Culture

The mission of the BLUE HELMETS OF CULTURE is to increase the capacities of the authorities of other countries in recovering and protecting cultural heritage; to support police forces in the fight against looting and illicit trafficking of cultural property; to inspect the archaeological sites and monuments attacked or at risk of criminal aggression; to collaborate with foreign authorities in the procedures for the registration and admission of immovable property in the register of enhanced protection provided for in Additional Protocol II of the 1954 Hague Convention for the protection of cultural property in the event of armed conflict (ratified by our country by the Act No. 23,618); to assist the International Criminal Court, and to train foreign police forces specialized in the matter.

This specialized team from Italy protects the places considered World Heritage against any threat, be it natural disasters or damages caused by armed conflicts. This initiative was proposed in 2015 by the Italian Minister of Culture Dario Franceschini and further approved by the United Nations Educational, Scientific and Cultural Organization (UNESCO) on October 17th that year.

This task force’s mission is to preserve artistic heritage damaged by war or natural disasters. It is made up of police officers from the Comando Carabinieri Tutela Patrimonio Culturale (TPC) as well as experts and art historians from the Italian Ministry of Culture.

This team has a double function: it may carry out interventions to safeguard cultural heritage, both in Italy (in the event of a natural disaster) and abroad, within the framework of actions promoted by UNESCO. In the same way, other States may request the assistance of this specialized group in cases of natural disasters, armed conflicts or international crises.

Therefore, a year ago, by the will of the Chief of the Argentine Federal Police, Argentina’s Ministry of SECURITY and Ministry of CULTURE, in conjunction with the Comando Carabinieri Tutela Patrimonio Culturale and the Italian Ministry of Culture, with the support of UNESCO Regional Montevideo, kicked off the coordination of training activities aiming to replicate the Italian initiative at a national level.

Due to the fact that the ARGENTINE FEDERAL POLICE has, since November 18th, 2002, a specialized unit with twenty years of experience, whose mission is to intervene in the prevention and fight against illegal acts against Cultural Heritage, this team was considered suitable to receive the training of the Comando Carabinieri Tutela Patrimonio Culturale, in order to become part of the BLUE HELMETS OF CULTURE.

The training cycle of the Blue Helmets of Culture began on November 8th this year, at the facilities of the University Institute of the Argentine Federal Police, with an intensive course of in-person theoretical and practical classes, where the staff of the Argentine Federal Police and of the Argentine Ministry of Culture were trained.

The first objective is the training of an interdisciplinary team, whose members belong to both the aforementioned organizations, which can act in situations of threat suffered by cultural heritage in Argentine territory. It is expected that they can provide a quick response, according to their functions and competencies. In turn, the opportunity of carrying out an advanced session of the training course (LEVEL II) was raised, which would enhance the possibility of international deployment of the Argentine unit of the Blue Helmets for Culture, in the event of any requirement worthy of their intervention.

Said training included a practical activity in the catastrophe simulation modality and was carried out on November 11 at 09:00 am at the National Historical Museum, located at Defensa 1600, CABA. This activity was supervised by members of the “CASCHI BLU DELLA CULTURA” of the Republic of Italy. The “in fieri” interdisciplinary team, composed of staff members of the Argentine Ministry of Culture, Department of Protection of Cultural Heritage, and the Special Federal Rescue Brigade Division of the Federal Fire Department and the Special Technical Operations Division of the Federal Information and Communications Technology Superintendence, carried out a simulated salvage of cultural assets from inside the museum.

The safeguarded pieces were carefully packed, inventoried and transferred to “TECNÓPOLIS” in J.B. de la Salle 4500, Villa Martelli, Buenos Aires, Argentina, a site arranged by its location and characteristics which make it suitable for the temporary protection of cultural assets.

It should be noted that the brand new team was formally presented at the 20th Anniversary Ceremony of the Cultural Heritage Protection Department held on November 18th this year. Representatives of the Republic of Italy, Spain, Brazil and Chile attended this ceremony. The event was attended by the highest ministerial authorities, the Argentine Minister of SECURITY Mr Aníbal Fernández; the Argentine Minister of CULTURE, Professor Tristán Bauer; the Chief of the Argentine Federal Police, General Commissioner Juan Carlos Hernández; Mr Deputy Chief of the Argentine Federal Police Commissioner General Osvaldo Rubén Mato; as well as the Superintendents of the institution; and the Director of UNESCO Regional Montevideo, Mr Ernesto Fernández Polcuch.

Lastly, it should be noted that this team is already prepared to act in any circumstance that might be worthy of its intervention at the national and international levels.
